The State Duma rejected the bill that defined the term "deadwood."

The State Duma has rejected a bill that aimed to include a definition of "fallen wood" in the Forest Code. Lawmakers noted that there was no need for such a definition, as it is already outlined in the orders of the Ministry of Natural Resources. During the voting process, only 106 deputies supported the initiative, while a minimum of 300 votes was required, according to RBC.

According to the electronic database on the State Duma website, the bill was submitted for consideration by the lower house of parliament by deputies from the LDPR in March of this year. The authors of the initiative noted that while the legislation permits citizens to collect fallen branches for personal use free of charge, this opportunity is restricted in certain regions. For example, in several areas, there is a ban on using any tools, including axes and saws, or there is an obligation to inform authorized persons in advance about a trip to the forest, with the stipulation that the length of the collected log should not exceed 1 meter.

The developers of the proposal deemed it necessary to clarify that fallen branches are the remnants of wood on the ground that do not constitute logging waste, and to allow their collection using hand and gasoline-powered saws.
