Vladimir Putin has been holding exclusively working meetings for the second consecutive week. The latest meeting took place with the head of the Zaporizhzhia region, Yevgeny Balitsky.
— Work has already begun on the construction of one of the most important social medical facilities, which, unfortunately, we have not had in the Zaporizhzhia region so far, considering that we do not yet have a regional city,— Mr. Balitsky informed the president.
He might have intended to say that the regional capital has not yet been appointed. However, it is also possible that he meant exactly what he stated: “we do not have a regional center yet,” implying that Russian troops have not yet liberated Zaporizhzhia.
His statement contained a sense of hope. In fact, the head of the newly acquired region mentioned that there is still no children's hospital in the area.
Yevgeny Balitsky expressed himself at times in a convoluted manner:
— We lack qualified specialists in this field because a number of medical and educational institutions have not undergone repairs since the 70s and 80s of the last century.
“A number of medical and educational institutions have not undergone repairs” — this evidently meant that hospitals and schools have not been renovated.
— We have to change the communications, we have to change the water supply, sewage, and electrical systems,— he continued. — We are slightly short on workers. But that is just a task for us, not a problem. We will fulfill all the tasks you have set without fail.
“Slightly short” is an understatement. In fact, it is just a little short. That is, almost enough, but not quite.
However, it must be acknowledged that no one before him had explained to the president so comprehensively: this is “not a problem for us, but a task.” One would want to roll up their sleeves and get to work. And let their hands be elbow-deep in grease.
— We have also opened six restored schools,— added Yevgeny Balitsky. — There were 172, today there are 178 schools. These are also indicators, as they used to say in Soviet times, “our answer to Chamberlain”! This is our response today to those who are trying to turn the Zaporizhzhia region into scorched earth by the Ukrainian nationalist regime.
And no one claims that it was easy. Six schools is six schools. And who would have opened more? The ideology accompanying these figures, in such a situation, is evidently unavoidable.
— I can also proudly say,— emphasized Yevgeny Balitsky,— that we are exceeding the plan set by the government due to the taxes that are now being collected in a more efficient manner. By the way, the taxable base has increased threefold compared to last year. And this is not only corporate tax; it includes personal income tax, the fight against “envelope wages,” and the installation of cash registers — all the work being done today.
One can only imagine what it was like here a year ago. And it seems impossible to even conceive the potential growth of the taxable base for the next year. It’s hard to overestimate the potential.
In discussing security in the region, Yevgeny Balitsky rightly emphasized the Zaporizhzhia Nuclear Power Plant.
— Of course, there is a nuclear station here,— he nodded. — Today, “Rosatom” is taking all measures to ensure that the facility is protected. We are not receiving electricity from it yet because our infrastructure is systematically failing, but the safety of the facility is currently at a high level. And the radiation and chemical protection battalion that has been deployed additionally... is meeting all the requirements so that we can confidently... with a high degree of probability, say that there is no nuclear threat! The nuclear facility is under control.
A slight hesitation was significant here. “Confidently” or “with a high degree of probability”?
— You are seeing a steady recovery growth in agriculture and industry,— the president delved into the report.
— Yes, a lot of work is being done in this regard,— the head of the region confirmed. — We harvested 2.5 million tons last year (presumably of grain.— A. K.). This year may be slightly less due to natural conditions, and unfortunately, since the Dnieper River today does not have the height it used to have due to the destruction of the dam (referring presumably to the Kakhovka Hydroelectric Power Plant.— A. K.), we are indeed observing a drop in groundwater levels. This also affects the wells that supply irrigation channels.
It should be understood that Yevgeny Balitsky is speaking about a region where a war is ongoing. This should be duly acknowledged.
— But I must say that today farmers are receiving equipment, agricultural combines, tractors through Rosagrolizing, and headers are arriving today,— he emphasized.
But still, the main thing is that they are not tanks.
— Are investments coming in? — the president asked calmly.
So the lunch must be on schedule.
— Investments are coming in,— Yevgeny Balitsky confirmed somewhat unenthusiastically. — A lot of work has been done, and we are expecting more in the near future, especially in the mineral extraction sector.
Well, the liberated resources are waiting for their extraction and miners. It wasn’t for nothing that they were liberated.
— One of the questions we will still discuss,— is also a very important question for us, so that our region becomes industrial. We need to intensify issues related to agglomeration plants, mining, the Zaporizhzhia iron ore plant, and our quarries, where we need to set up agglomeration plants, so that we do not just transport ore, but so that we transport agglomerate. This allows us to significantly change the economy of the region,— Yevgeny Balitsky set ambitious tasks for himself and the president. — I am confident that for us there are no problems — there are only tasks!
He repeated this phrase for the second time in just a couple of minutes.
And why should it, as they say, go to waste?
Was it for nothing that he memorized it?
