Valentina Matviyenko announced that Russia possesses superweapons.

Ms. Matvienko regards the president's address as "well-reasoned, balanced, and supported by actionable messages." During a session of the upper house of parliament, the speaker elaborated on the meanings behind this message. "First, our actions are a response to the ongoing escalation from the West, to the steps that have led to attacks on Russian facilities using long-range weapons. We warn against their inadmissibility. Second, we are prepared for any developments, and we have the means, including superweapons, to deliver a significant and inevitable response," said Ms. Matvienko (quote from “Vmestе.RF”).

The third meaning identified by the speaker of the Federation Council was "the great potential to tip the scales toward choosing a peaceful resolution to the conflict while unconditionally respecting Russia's interests."

On November 19, the Ministry of Defense reported that Ukraine had used American ATACMS missiles to strike deep into Russia. Two days later, the Russian army launched a strike with the new medium-range ballistic missile "Oreshnik" against the Ukrainian plant "Yuzhmash."
