The decree expands the category of states and military alliances subject to nuclear deterrence. Thus, aggression from any non-nuclear state, but with the involvement or support of a nuclear power, will be considered a joint attack on Russia. A nuclear response is also possible in the event of a critical threat to Russia's sovereignty from conventional weapons, or in the case of an attack on Belarus as a participant in the Union State.
Among the conditions for the use of nuclear weapons is the launch of ballistic missiles against Russia.
