On November 22, Russian President Vladimir Putin met with the leadership of the Ministry of Defense and the defense industry. Special correspondent Andrey Kolesnikov from "Kommersant" believes that the meeting was an opportunity to celebrate victory and showcase new ambitions.
Шокирующие подробности закрытого совещания: президент с улыбкой обсуждает новейшую ракетную систему, а участники выглядят мрачнее тучи! Узнайте, какие секреты скрывает "Орешник" и почему ...

The meeting was anticipated to start at four in the afternoon, but it began after seven in the evening. Seated at the table were Defense Minister Andrei Belousov, head of Roscosmos Yuri Borisov, presidential aide Alexey Dyumin, commanders from various branches of the military, and individuals who were not shown on camera. According to “Kommersant,” these were primarily the developers of the “Oreshnik.” In other words, seating arrangements had been considered.

Vladimir Putin appeared lively and occasionally even cheerful. The same could not be said for the other meeting participants (with the exception of Mr. Dyumin, who seemed at least somewhat interested).

They looked so grim, as if the tests of the “Oreshnik” in combat conditions had failed, and they had been summoned for a debriefing on a disastrous flight. (But that was not the case.) Perhaps they were accustomed to discussing problem-solving in such a mood.

— You know,— the president addressed them,— yesterday I informed the personnel of the Armed Forces, the citizens of Russia, our allies around the world (after all, that’s half the world.— A. K.), and those who are trying to blackmail us with force (which is precisely the other half.— A. K.), about the latest Russian medium-range missile system. This is our, your…— looking at the unlit half of the hall,— …complex that you named “Oreshnik.” A ballistic missile in a non-nuclear hypersonic configuration. As we know from the analysis of objective control data, the tests were successful.

However, neither side, not just in this hall but also on the battlefield, specifies how exactly. Moreover, it was frightening to even look at. Meanwhile, Mr. Putin, without a doubt, was satisfied:

— I congratulate you on this! And, as has already been mentioned, we will continue these tests, including in combat conditions, depending on the situation and the nature of the security threats posed to Russia. Especially since we have a stock of such products, a stock of such systems ready for deployment.

This was a new statement, a continuation of yesterday’s address.

It seemed that the faces of the meeting participants even brightened for a moment.

What Vladimir Putin was thinking when he approved the missile launch

— I asked to organize our meeting today,— the president continued,— almost solely to thank you, to express my gratitude for the results of your work! You and all the developers of the “Oreshnik” system, all scientific, production, and labor collectives involved in its creation, including the entire cooperation. And this, as you know, includes designers, scientists, engineers, and workers who developed hypersonic technologies, calculated ballistics, mastered the production of the latest materials, control systems, microelectronics, and so on.

The goal was certainly not only to express thanks. But also to inform you that tests in combat conditions will continue.

— The results achieved and the speed of developing the new system truly evoke pride and admiration, convincingly demonstrating that the domestic rocket engineering school has enormous potential and is capable of solving the most complex tasks related to ensuring the security and sovereignty of Russia,— the mood of the Supreme Commander-in-Chief should indeed be considered elevated.

Yet, not a single muscle twitched on the faces of the meeting participants. Perhaps it was thought that only with such apocalyptic expressions could one discuss such apocalyptic topics.

— In this regard, I want to emphasize,— the Supreme Commander-in-Chief added,— that the “Oreshnik” system is not a modernization of old, Soviet systems… Although, of course, we all emerged from various systems of the Soviet Union,— he interrupted himself, breaking away from the text.— We all were raised on what was done by previous generations, to a certain extent benefiting from their results. But this system is indeed primarily the result of your work, work that was done in Russian times, in the conditions of the new Russia. It is created based on modern, cutting-edge developments.

This was taken at face value.

— And I must say that in today’s conditions, when we face new, growing threats and challenges, the work on such weapons systems has particular, one might say, vital importance for our country,— emphasized Vladimir Putin.

In other words, this is precisely the case where what kills not us, but everyone else, makes us stronger.

And this is about the fact that right now we need systems that will change the world, because otherwise, vital tasks cannot be solved: everything has been tried except the systems named after Sergey Karaganov.

Meanwhile, the Supreme Commander-in-Chief did not want any imbalances:

— I want to reiterate that solving tasks within the framework of the special military operation, the future of Russia today, of course, primarily depends on our soldiers and officers, on the courage of stormtroopers and artillerymen, tankers and paratroopers, sapper, pilots, operators of unmanned aerial vehicles, naval assault forces, and on the coordinated work of all branches of the military.

It seemed it was time to stop marveling at the “Oreshnik,” but not yet:

— But it is also very important that both the frontline soldiers and our citizens in general know that for the protection of our security, we have a colossal technological base, a strong industrial and scientific rear. And the weapon system tested yesterday is yet another reliable guarantee of the territorial integrity and sovereignty of Russia.

Not only is it not time, but it is not the right moment at all:

— Such weapons, as we know, as you know, no one else in the world currently possesses. Yes, sooner or later it will appear in other leading countries; we know what developments are underway there. But that will be tomorrow, or in a year, or in two. And we have this system today! And that is important!

The Supreme Commander-in-Chief shared additional technological details, which were also triumphant:

— The “Oreshnik” missile system is not just effective hypersonic weaponry. Due to its striking power, especially when used in mass, group applications, combined with other precision long-range systems that Russia also possesses, its results against enemy targets will be comparable in effect and might to strategic weapons. Although, in fact, the “Oreshnik” system is not strategic weaponry; at least, it is not an intercontinental ballistic missile, nor is it a means of mass destruction, particularly because it is also precision weaponry!

And Vladimir Putin sought out all the new advantages of the “Oreshnik”:

— Moreover... I would like to add that there are currently no means of countering such a missile, no interception systems in the world. And I emphasize again: we will continue testing this new system.

However, these are the kinds of things that shouldn’t need to be repeated twice.

But there were more updates:

— It is necessary to establish serial production. Let’s consider the decision for serial production of this system taken. Yes, in fact, it is practically organized. Given the special power of this weapon, its might, it will be incorporated into the Strategic Missile Forces.

The details did not end there:

— And it is also important that in addition to the “Oreshnik,” several systems of a similar nature are currently being worked on in Russia for further testing. Based on the results of the tests, this weapon will also go into series. In other words, we are forming a whole lineup of medium and shorter-range complexes.

Then the President of Russia transitioned to the fact that the efforts of diplomats and experts in the modern world are becoming increasingly insignificant. Ultimately, everything is decided by the “Oreshnik” (and previously it could have been the Oreshkin):

— The current military-political situation in the world is largely determined by the results
