Amendments are proposed to be made to Article 6 of Law No. 115 "On Counteracting the Legalization (Laundering) of Criminally Obtained Income and the Financing of Terrorism." From the proposed authors' revision of the article, it follows that an organization can be removed from the list of banned entities in Russia by a court decision if it has ceased activities aimed at the propaganda, justification, and support of terrorism.
The explanatory note to the draft states that after being included in the list of banned organizations, a terrorist organization may stop its illegal activities, and Russian legislation does not provide a mechanism for removing such an organization from the list. The project aims to address this legal gap, as noted in the memorandum.
As of November 7, 2024, there are 57 organizations listed in the list of terrorist organizations prohibited in Russia, including the Taliban movement. In October 2024, FSB Director Alexander Bortnikov reported that work was nearing completion on removing the movement from the list of terrorist organizations. In October, the Special Representative of the President of the Russian Federation for Afghanistan, Zamir Kabulov, assured that a decision had already been made at the highest level and only required formal legal confirmation.
